Non-residential building under construction with building structure under development, symbol of the growth of new works and interventions in the construction sector

Non-residential construction: authorized surfaces a +12,5% In the 2026

L’non-residential construction 2026 shows a first sign of recovery on the authorization front. According to data released by ISTAT, in the first quarter of the year the surface area of non-residential buildings authorized through i non-residential building permits has increased by 12,5% compared to the same period of 2025.

The comparison with the previous quarter also highlights a growth of 2,6%, while the overall authorized surface area is just under 2,52 millions of square meters.

It is important to read these numbers correctly. Building permits represent in fact a leading indicator of the market. They signal the intention to carry out new interventions or expansions, but they do not certify the immediate opening of the construction sites nor the actual realization of the works.

For businesses, designers, producers and real estate operators, the data remains significant. In fact, every authorization can transform, over time, in planning application, materials, facilities, technologies and services. Understanding these signals helps to interpret the evolution of the market with greater awareness.

What the ISTAT data show

L’ISTAT investigation examines new buildings and extensions subject to authorization, offering an updated snapshot of the authorization activity in the non-residential sector.

In detail, the first quarter 2026 register:

  • +12,5% compared to the first quarter 2025;
  • +2,6% compared to the fourth quarter 2025;
  • an authorized surface area equal to almost 2,52 millions of square meters;
  • data referring to new non-residential buildings and authorized expansions.

To correctly interpret these percentages it is useful to distinguish two indicators that often occur in economic analyses.

The trend change compare the quarter with the same period of the previous year. It helps to understand how the market evolves in the medium term, limiting the effects of seasonality.

The cyclical variation, Instead, compare a quarter with the immediately preceding one. It is a more sensitive indicator and allows us to capture any changes in pace in the short term.

Looking at both data offers a more complete reading. In the case of’non-residential construction 2026, the growth is positive both in the annual comparison and compared to the last months of the year 2025. It's an interesting element, even if alone it is not enough to describe the entire performance of the sector.

Why the +12,5% must be interpreted with caution

The data released by ISTAT undoubtedly represents an encouraging sign, but requires some clarifications. The same institute highlights that the trend growth is affected by the comparison with a first quarter 2025 characterized by particularly low levels. In other words, part of the increase also derives from a lower comparison base. For this reason it would be incorrect to say that the sector has entered a new expansion phase or that investments or construction sites have grown by 12,5%.

The data concerns exclusively the authorized surfaces. It is different information than the investments actually made or the works already under construction. The distinction may seem technical, but it is essential to read the market correctly. In fact, a permit represents the first step on a journey that can take many months before turning into an operational construction site.

The growth in authorizations therefore indicates a possible strengthening of future activity, but it will be necessary to verify whether this trend will also be confirmed in the coming quarters.

From permits to construction sites: how to read the indicator

Every building project goes through several phases before reaching completion.

Typically the route follows this order:

  1. issuing of the building permit;
  2. completion of the executive design;
  3. assignment of the works;
  4. opening of the construction site;
  5. supply of materials, facilities, finishes and services;
  6. completion of the work and placing on the market.

Several months can pass between the issuing of the authorization and the start of the works. In some cases the times are further extended due to financial needs, design changes, administrative procedures or changes in market conditions.

There are also interventions that, although authorized, they are postponed or never realized. Precisely for this reason i non-residential building permits they represent a sort of “thermometer” of future activity. They don't measure what has already been built, but they help to understand what the volume of work destined to develop in the following months could be.

For the entire construction chain, this is an indicator to be observed carefully. If the trend were to consolidate, it could progressively translate into new opportunities for designers, companies and companies supplying technologies and materials.

Which sectors can benefit from the new surface

The increase in authorized surfaces does not automatically indicate which type of building will grow the most. I STATE dates, Indeed, they do not provide the distribution in detail +12,5% between the different sectors. It is therefore correct to avoid direct links with a single category. The data represents a general signal for the healthcare sector non-residential buildings, which includes very different realities.

Among the areas that could benefit, in the coming months, the possible transformation of permits into construction sites are included:

  • commercial and office buildings;
  • accommodation;
  • production and logistics properties;
  • spaces intended for services;
  • health facilities, educational and collective.

Each segment has different design needs. A logistics building requires solutions related to operational efficiency and space management. A hospitality facility must integrate comfort, design and energy performance. A building intended for public services must instead meet functional requirements, regulations and accessibility.

For this reason, the growth of authorizations can generate opportunities distributed along the entire supply chain, but with different methods depending on the type of intervention.

Opportunities for the technical supply chain

When a building permit turns into a concrete project, a wide network of professionals and companies comes into movement. The possible growth of non-residential buildings it can generate new demand for numerous technical fields:

  • building envelope and facade systems;
  • high-performance windows and solar shading;
  • technological systems and energy efficiency;
  • technical lighting;
  • surfaces, flooring and finishes;
  • solutions for acoustic comfort;
  • contract furnishings and design;
  • technologies for intelligent building management.

The value of the supply chain today is not just about the supply of a product. More and more often, designers and companies are looking for partners capable of offering technical support, complete documentation, certifications, performance data and solutions that can be easily integrated into the project.

This aspect becomes particularly relevant in a market in which energy efficiency, sustainability and digital management of buildings are taking on an increasingly central role.

For companies and manufacturers it means entering the design process from the early stages. Collaborating with architects and engineers before the execution phase allows us to propose solutions that are more consistent with the objectives of the intervention.

Comparison with investment forecasts

The data on authorized surfaces must be read together with other economic indicators. In particular, the framework outlined by ISTAT must be compared with the forecasts contained in the’ANCE economic observatory 2026.

According to ANCE, for the 2026 some difficulties are still expected for investments in the sector:

  • a flexion of 3% for new non-residential buildings;
  • a reduction of 0,8% for extraordinary non-residential maintenance.

At first glance the two data might appear to be in conflict. In reality they measure different phenomena. ISTAT detects the authorized surfaces through building permits. It is therefore an indicator that looks at possible future activity. ANCE instead analyzes the foreseen real investments, that is, the expenditure that could actually be realized during the year.

The difference is important:

  • an authorized permit is not the same as an open construction site;
  • an authorized area does not automatically correspond to investments already made;
  • a growth in authorizations can anticipate future activity, but it requires favorable times and conditions to materialize.

This more cautious reading allows us to avoid overly optimistic interpretations. Il +12,5% represents a positive signal, but not a definitive confirmation of general growth in the sector. The market will have to verify in the coming quarters whether these new projects will move from the authorization phase to implementation.

A signal to monitor in the second half of 2026

worksite

The data for the first quarter offers an interesting indication, but the next few months will clarify the real direction of the market.

Among the elements to observe there will be:

  • the trend of building permits in the following quarters;
  • the actual opening times of the construction sites;
  • the cost of credit for businesses and investors;
  • the evolution of prices of construction materials;
  • the trust of operators;
  • the demand for commercial spaces, logistics, productive and receptive.

The transformation of authorizations into completed works will in fact depend on various economic and financial factors. A favorable environment can accelerate investments. On the contrary, high costs, difficulties in accessing credit or uncertainties about demand can slow down the start of projects.

For this reason the sector will have to look not only at the quantity of authorizations, but also to the market's ability to transform them into concrete construction sites.

Non-residential construction 2026: a possible new demand for the supply chain

The increase in authorized surfaces represents a signal to be followed carefully. It does not yet indicate consolidated growth for the entire sector, but it indicates a possible pipeline of interventions that could fuel new opportunities for designers, specialized businesses and companies.

The challenge will be to transform this potential demand into efficient buildings, functional and capable of responding to new market needs. Integrated skills will be needed, high-performance materials, innovative technologies and increasingly close collaboration between all players in the supply chain. The future of non-residential construction depends on the ability to combine design, construction quality and advanced technical solutions.

SEEING 2026, dal 27 al 29 November at the Mostra d'Oltremare in Naples, it will be a moment of discussion for designers, companies and producers on solutions for new living spaces, of work and services.
